Discription of Events: Young Female driver was SPEEDING through a PARKING Lot almost ran people over, failed to use a turn singal when pulling into a parking spot. Young female driver pulled into a Handicap PARKING Spot. Tag Registration has been expired since last decade November 2019. Well over 2 months expired. Both male and female ran into the mall with 2 kids. There was no visible evidence showing any Handicap. Police was summons for violations.
