Discription of Events: From a far distance behind the vehicle, it could be seen swerving between lanes coming to a stop on a red light. After light had turned green, went to pass vehicle as it was getting a slow start. Once passed the vehicle it proceeded to lay down on the pedal in order to ride my bumper for passing and turn on its brights behind me for quite a distance.
