Discription of Events: I was driving 40mph in a 30mph zone just out of a school zone. The individual was easily going double my speed, passed in a no passing lane with oncoming traffic. This was on Fox road in Indianapolis, the road conditions are bad, the road curves a lot, and it was just past a school.
