Discription of Events: The driver did not stop to make a right hand turn. Almost hitting me when my light turned green to go through the traffic light on Jordan and Cottonwood. The SUV swerved in and out of their lane. Stopped at another light and did obscene gestures out the window at Parker and Cottonwood.
