Discription of Events: He was high on marijuana im assuming since he smelled like sir and looked high when driving his mother to work and side swiped my car. His mother talked me out if calling the cops. Never received their word on fixing my car in which he admitted that the 20 something year old does not have a license and the car has over 800 dollars in violations in which they live in Brooklyn and have Pennsylvania insurance in which is another lie. They live somewhere near east new York
