Discription of Events: Driving in a residential 2 way with 25mph speed limit. Vegicle was tailgating halfway thru and barely stopping at stop signs. Vehicle then proceeded to speed up in order to pass my car. Aggressively jerked back in front of me and continued to tailgate other vehicles and rolling thru stop signs. Driving was careless and erratic
