Discription of Events: Was seen drinking an injecting substance into arms prior to driving. He swerved into the road and tail gated other vehicles, then proceeds to point a gun at a vehicle next to him. He was a brown latino man in his late 40s with a light skinned fat woman in the passenger seat. The car recked if marijuana and he threw a glass beer bottle from the drivers window at a pedestrian. This occurred on January 27 along Texas Avenue in Downtown El Paso.
