Discription of Events: Driver was going 10-15 UNDER the speed limit. Stopped several times in the middle of the road while cars are behind me. I DID NOT get close enough to be break checked but the cars behind me were extremely close. This older man was swerving as well and honking his horn at me. I don't understand why a driver needs to go roughly 15 under the speed limit when its already 35-40. Not to mention coming to a complete stop more than once. A driver like that just causes accidents. Oh and another thing, every time we turned (since he lives in the same neighborhood as me) he would stop mid turn regardless of on coming traffic.. This guy really wanted to cause an accident.
