Discription of Events: This car came speeding up behind me. Got over to the other lane, and stuck his Torso and one arm out the window staring at me before he Sped up, and cut me of with no blinker and then slammed on his breaks as we were going down hill. He then pulled up next to me at a light and started staring and doing hand gestures down the road tell I could turn off to another road
