Discription of Events: While driving on 95 South near Ridgeland, SC, the vehicle was dodging in and out of traffic. When she dodged into the left lane in front of our vehicle that was pulling an airstream, we beeped our horn. The driver came to an abrupt stop, put on her flashers and just sat there, stopped, in the left lane while cars had to swerve around us. When she finally decided to start moving again, she continued to dart in and out of traffic. I (as the passenger) snapped a blurry picture of her as we were next to her in the left lane. The driver was an African American woman on her cell phone. She placed us and others on the road in danger multiple times due to her recklessness.
