Discription of Events: driver tried to skip a stop sign as i was passing on a half mile road within a school neighborhood. On my next turn, 2 blocks from the school, they turned wider and passed my vehicle, proceeding to speed 45mph in a 25mph school safety zone. Maintained high speeds for 2 miles.
